After serving on the Board of Directors of HomeAid Northern California for over 4 years, Cheryl O'Connor stepped into the leadership role as Executive Director of HomeAid Northern California in 2011 and served in that role until 2021 and now serves on the HomeAid Northern California Board of Directors. O'Connor served as CEO of the Building Industry Association during the height of the economic recession from 2009 to 2011, successfully reducing organizational costs and redirecting its focus to political advocacy. O'Connor has held senior level management positions with Summerhill Homes, Warmington Homes, Taylor Woodrow, Ponderosa Homes and The O'Brien Group. O'Connor is the recipient of the BIA Bay Area Lifetime Legend Award and Chairman's Award and was inducted into the California Homebuilding Foundation Hall of Fame in 2016. She also serves on several Boards including Eden Housing, FIRM Foundation Community Housing and Hope Solutions. Cheryl continues to be a strong advocate for women in leadership roles in the homebuilding industry and has mentored several women who have moved up to senior management roles. She feels a strong commitment to 'pay it forward' for women in the industry and serves on the Women's Housing Leadership Group Steering Committee with the 'Elevating Aspiring Women' Initiative. With her 45 years of experience, she has developed deep connections to executive leadership in the homebuilding industry. |

Pamela Nieting Director of Community Development Trumark Companies |
Pamela is the Director of Community Development for Northern Division of Trumark Companies, Planning Commissioner for Walnut Creek, and the BIA BA Department of Real Estate Committee Chair. With over 15 years of private and public sector real estate experience, most recently in master planned developments, Pamela currently manages projects from acquisitions and entitlements to final build out. A graduate of Santa Clara University with a Bachelor of Science in Civil Engineering, she is a licensed civil engineer. She serves on the Santa Clara University Department of Civil Engineering Advisory Board. In 2019 prior to Trumark Companies, Pamela joined Treasure Island Development Group the master developer of the Treasure Island and Yerba Buena Island Project. A 409-acre master development with an anticipated 8,000 homes, 300 acres of open space, 235,000 sf of retail, 400+ hotel rooms and first LEED ND platinum project in the world, Pamela managed communications, partnerships and negotiations between municipal agencies and public officials. She additionally oversaw the Project's local and federal reporting and permitting. In 2011 before joining Treasure Island Development Group, Pamela established the west coast Civil Engineering practice under the principal-in-charge at Langan Engineering, an international multi-disciplinary engineering firm. As the youngest female Associate at Langan, a company of 1,500 employees, she oversaw prominent local and worldwide projects, including Hudson Park and Boulevard in Manhattan and the World Expo 2020 in Dubai. In 2005, Pamela commenced her civil engineering career at a local Bay Area firm BKF Engineers. She worked on all aspects of land development projects with a focus on then emerging sustainability and hydrology aspects. |

Louis Mirante Vice President of Public Policy Bay Area Council Casita Coalition Board Member |
Louis Mirante is Vice President of Public Policy at the Bay Area Council, focusing on the Council's housing policy and legislation work. Prior to joining the Council, Louis was the legislative director of California YIMBY, a statewide housing advocacy and coalition-building organization that in just five years rose from the margins to become one of California's leading housing policy groups. In this role Louis helped craft and win approval for key state legislation to boost housing production and hold local governments accountable for meeting their housing obligations. Louis has also held positions with the California Department of Finance, the California Department of Transportation, and the California Air Resources Board, giving him important experience in the workings of the California's administrative state, as well as insight into the implementation of transportation and climate policies. Mirante serves on the board of the Casita Coalition, a statewide advocacy and policy group the Council helped form to promote the construction of accessory dwelling units and other missing middle housing typologies. Louis graduated with highest honors from the University of Michigan, Ann Arbor with a degree in political science, and his award-winning thesis focused on the effects of state supreme court design on judicial outcomes. He was in the University's inaugural class of Bonderman Fellows, which funds its members to travel the world for a year after graduation. Originally from the East Bay, Louis is based in the Council's Sacramento office. |

Bruce Inman Partner Inman Law Group |
Bruce Inman is a founding partner of the Inman Law Group, LLP, which is located in Sacramento, California. Mr. Inman's law practice focuses on creating common interest developments and advising community associations. He has assisted clients in creating hundreds of developments, including master planned communities, attached, detached, mixed-use, and commercial planned development and has extensive experience creating a variety of residential and commercial condominium projects. Mr. Inman is the past chair of the California Building Industry Association/Department of Real Estate Council, and a former board member of a regional chapter of the Community Associations Institute. Mr. Inman is a regular featured speaker for the California North Chapter of the Community Associations Institute regarding community association legal issues. He received his Bachelor of Arts degree from St. Mary's College of California, Teaching Credential from California State University Stanislaus, and Juris Doctorate from the University of the Pacific, McGeorge School of Law. |

Leslie Joy Bates is an Association Manager and Consultant specializing in the front-end planning, budgeting, formation, and full-service management of homeowner associations in Northern California. Her experience in the industry began in 1977 when Jean Bates, (Jean Bates & Associates) Leslie's mother and pioneer in the Common Interest Development industry, introduced her to the building industry, specifically to homeowners' association management and consulting. After many years as a part-time employee at JBA, following her formal education, and a two-year stint at a Public Relations company representing real estate developers, Leslie joined JBA full-time. At JBA, she was responsible for the design and start-up of many common interest communities in the Bay Area. In 2016, after 35 years as Association Manager and Consultant at Jean Bates & Associates, Leslie incorporated L J Bates Management, Inc. |

Chris Neri Assistant Commissioner Department of Real Estate |
Chris Neri is the Assistant Commissioner-Subdivisions for the California Department of Real Estate (DRE). In this role, he manages the Subdivision program statewide, advises the Real Estate Commissioner on subdivision issues and ensures that DRE upholds the statutory mandates of the Subdivided Lands Act and the Vacation Ownership and Timeshare Act. He works closely with the California Building Industry Association (CBIA), the American Resort Development Association (ARDA) and the California Law Revision Commission. Chris began his career with DRE in January 1989 after graduating from Sacramento State University. He has worked his entire DRE career in the Subdivision program, focusing on complex subdivision, timeshare and homeowner association issues. Chris W.
